Policy on Non-Discrimination and Equality for Staff and Students at Suan Dusit University

(SDG 5: Gender Equality – Indicators 5.6.1, 5.6.2, 5.6.3)

Suan Dusit University (SDU) places great importance on promoting the rights, equality, and dignity of women and all members of its community across every aspect of its operations — including human resource management, education, academic services, and institutional development.

The University’s commitment to non-discrimination and equality for all staff and students forms a cornerstone of its long-term vision for sustainable gender equality, in alignment with Sustainable Development Goal 5 (Gender Equality).

Policy Framework and Institutional Regulations

To ensure fairness and inclusion, Suan Dusit University has established a comprehensive set of regulations that form the foundation of its equality policy, including:

1. Suan Dusit University Regulation on Personnel Administration B.E. 2564 (2021)

2. Suan Dusit University Regulation on Personnel Administration (No. 2) B.E. 2567 (2024)

3. Suan Dusit University Regulation on Equality and Equity for Staff and Students B.E. 2567 (2024)

The latest regulation (2024) specifically strengthens the University’s approach to promoting equality, equity, and non-discrimination in all dimensions — including gender, age, disability, religion, social status, and sexual identity. It ensures that every staff member and student is entitled to equal rights, opportunities, and access to education and work environments without bias.

This regulation also establishes mechanisms and special committees to receive complaints, investigate incidents, and enforce disciplinary measures in a fair and transparent manner, thereby safeguarding the rights and well-being of all members of the university community.

Ethical Standards and Disciplinary Conduct

The Personnel Administration Regulation explicitly states under Chapter 8: Discipline and Maintenance of Discipline that:

– Clause 55 (4): “No employee shall engage in any act that constitutes harassment, insult, humiliation, oppression, or mistreatment of co-workers, students, or visitors.”

– Clause 55 (6): “No employee shall engage in any act that constitutes sexual harassment or misconduct toward others within the University.”

These provisions reflect SDU’s strong ethical and disciplinary standards, emphasizing human dignity, workplace safety, and non-discrimination of all forms. The regulation clearly intends that:

– University personnel must not engage in gender-based discrimination or exclusion in the workplace.

– Any form of harassment, bullying, or abuse of authority toward women or any subordinate individual (including students, junior staff, or external visitors) is strictly prohibited.

– Sexual harassment or misconduct against a colleague or student constitutes a serious disciplinary offense under Clauses 55(6) and 57(8), subject to decisive disciplinary action to uphold justice and institutional safety.

Fostering an Inclusive and Respectful University Culture

Beyond formal regulations, Suan Dusit University actively promotes a culture of diversity, inclusivity, and mutual respect through awareness campaigns and positive communication practices, such as:

– Appointing women to leadership roles at faculty and department levels to strengthen gender diversity in governance.

– Ensuring that female and LGBTQ+ applicants have equal access to all academic programs, scholarships, and student services, as publicly stated on the University’s TCAS admission website.

– Publishing all equality-related policies and regulations on official University platforms to promote transparency, accountability, and accessibility among staff, students, and the wider public.

These efforts represent Policy in Action, ensuring that gender equality principles are embedded in both institutional structure and practice.
