Promotion of Gender Equality and Non-Discrimination among University Personnel

Suan Dusit University (SDU) recognizes the importance of fostering a working and learning environment founded upon respect for human rights, human dignity, and the principle of non-discrimination on the basis of gender, gender identity, or sexual orientation. These principles are fundamental to creating fairness and equality within the University community. In line with this commitment, the University promulgated the Regulation on the Promotion of Gender Equality and Non-Discrimination among University Personnel B.E. 2567 (2024), officially announced on 26 January 2024. This regulation serves as a key institutional policy demonstrating the University’s determination to uphold gender equality in every dimension of its operations.

The regulation requires all administrators, personnel, and students to treat individuals of all genders with respect and dignity, without engaging in any form of discrimination, harassment, or conduct that undermines human worth. It also prohibits any inappropriate expression or behavior that could affect the rights or freedoms of others. Importantly, the regulation affirms that individuals whose gender identity differs from their biological sex are entitled to express their gender identity and dress according to it, without being deemed in violation of university rules or regulations.

In the area of human resource management, the regulation explicitly stipulates that recruitment, selection, and appointment of personnel shall be conducted without discrimination based on gender, gender identity, or sexual orientation—except in cases where a specific gender requirement is essential due to the nature of the work. The same principle applies to student admissions, ensuring that all applicants are given equal opportunity to study at the University.

Furthermore, the regulation assigns the President of Suan Dusit University as the responsible authority for enforcing and overseeing the implementation of this regulation. The President is authorized to issue additional announcements or directives to ensure that the regulation’s objectives are effectively achieved. In cases of ambiguity or disputes in interpretation, actions must adhere to the principles of justice, fairness, and respect for human dignity.

The explanatory note accompanying the regulation states that this policy was adopted to ensure that Suan Dusit University’s operations are consistent with its commitment to promoting human rights and gender equality for both staff and students. It aims to prevent discrimination, sexual harassment, and any expression that disrespects the rights or dignity of individuals.

The Regulation on the Promotion of Gender Equality and Non-Discrimination among University Personnel B.E. 2567 (2024) thus stands as a formal policy instrument that embodies the University’s commitment to cultivating an inclusive, equitable, and discrimination-free environment—where the rights, freedoms, and dignity of every person are protected.
