In the context of modern human resource management, Suan Dusit University (SDU) recognizes the importance of outsourced personnel or individuals temporarily engaged to assist in university operations. Such roles are essential for maintaining the continuity and efficiency of institutional functions—particularly in specialized units such as the Environmental Center, Faculty of Science and Technology, where environmental science and health expertise are vital to supporting the University’s ongoing sustainability initiatives.
To ensure that these operations proceed systematically, transparently, and in accordance with international labour standards, SDU issued the University Announcement on the Criteria and Procedures for the Temporary Engagement of External Personnel at the Environmental Center, Faculty of Science and Technology, B.E. 2567 (2024) (Source: sdulaw.dusit.ac.th/app/files/regular/959).

This announcement establishes clear guidelines for selecting and hiring external personnel to serve temporarily at the Environmental Center. It is authorized under Clauses 4 and 8 of the University Regulation on Remuneration or Special Allowance, B.E. 2560 (2017) (Source: sdulaw.dusit.ac.th/app/files/regular/618) and aims to protect workers’ rights and ensure fair compensation practices. Under this policy, “external personnel” refers to individuals who assist or support the operations of the Environmental Center but are not part of the University’s permanent staff structure. The purpose of this engagement is to maintain operational continuity without compromising quality or efficiency.

The selection process for external personnel is conducted rigorously and transparently. Candidates must meet specific qualifications relevant to the Center’s mission—namely, they must be undergraduate students majoring in Environmental Science, Environmental Health, or related disciplines. They must also demonstrate good conduct, professionalism, and diligence. Selection is based on interviews and a review of portfolios, overseen by the Director of the Environmental Center or a delegate appointed by the Dean of the Faculty of Science and Technology. Those selected are assigned to support the Center’s projects and related activities as part of the University’s commitment to advancing environmental sustainability.
The announcement also places strong emphasis on fair remuneration and labour rights. Compensation for external personnel is drawn solely from the Environmental Center’s internal revenue and is paid according to the number of days worked. The daily wage is capped at 390 Baht per day and not exceeding 9,750 Baht per month per person—a rate that exceeds Thailand’s minimum wage set by the Ministry of Labour in 2024. This practice aligns with the principle of “Decent Work” under Sustainable Development Goal 8, ensuring that temporary and external workers receive fair treatment, lawful compensation, and respect for their dignity.
Furthermore, the regulation designates the Director of the Environmental Center or a delegate appointed by the Dean as responsible for supervising the work of external personnel. This ensures that all employment practices comply strictly with University regulations and national labour law.
This form of outsourcing reflects Suan Dusit University’s strong commitment to protecting the labour rights of all categories of workers—both permanent and external—based on fairness, transparency, and accountability. It aligns with the University’s human resource management approach that promotes equality in employment, prevents exploitation, and upholds human dignity in the workplace in its truest sense.
